WG.9: Working Group on International Cooperation in Nuclear Physics (ICNP)

Report by the Chair:
The Chair started with a review of the Working Group, its mandate, first actions – IUPAP Report 41 “Research Facilities in Nuclear Physics”, participation in the OECD Global Science Forum's WorkingGroup on Nuclear Physics, the OECD Global Science Forum Report, the mandate given by theOECD Global Science Forum (in a missive from its Chair, Hermann-Friedrich Wagner) to IUPAPWG.9 to organize on a regular basis a Nuclear Physics Symposium where proponents of nuclearphysics research can meet with science administrators. The Chair pointed out that the IUPAP WG.9 Symposium of the previous two days (July 2 – 3, 2010) was the first ever where on a worldwide basis the latter very successfully was accomplished. The Program of the Symposium as well as copies of all presentations will be posted on the IUPAP WG.9 website. It was strongly suggested that science administrators be involved in organizing the next Symposium in three years time. There may also be a need for meetings around a specific topic.

A discussion ensued about how to have international collaborations effectively participate inexperiments at the large nuclear physics facilities. Quite often the necessary funding in developing nations is missing: how to correct this situation? Within the EU such programs for financial support exist as described also during the IUPAP WG.9 Symposium. Alinka Lepine-Szily reported on the formation of a Latin-America Nuclear Physics Association (ALAFNA) at the VIII Latin American Symposium on Nuclear Physics and Applications in Santiago, Chile, December 15 – 19, 2009. A charter for the actions of ALAFNA needs to be written and the support of the various national physics societies needs to be acquired (the Chair will write a letter with regard to the latter). ANPhA, the Asia Nuclear Physics Association has currently as members (in alphabetical order):Australia, China, India, Japan, Korea, Taiwan, Vietnam, but as was pointed out there are nuclear physics groups in various other countries. Bikash Sinha stated that he intends to give publicity of ANPhA at the Third World Academy of Sciences Meeting to be held in India in October 2010. The Chair will send a letter with the request that Bikash Sinha advocates nuclear physics cooperation at that meeting. Zeblon Vilakazi forwarded his presentation about nuclear physics on the African Continent to the Secretary since he was unable to attend the Symposium due to last minute personal circumstances. Sidney Gales will provide the Chair and Secretary with the names of whom to contact on the African Continent.

Remarks were also made with regards to nuclear physics education now that many universities have regulated nuclear physics courses as a second priority. It was pointed out that there exists a great demand for nuclear engineers now that a substantial number of nuclear power plants is under construction. There is also an increased demand for nuclear physicists to serve the field of nuclear medicine. It was pointed out that physics education (including nuclear physics education) is the task of IUPAP C14, the Commission on Physics Education (the Chair to contact C14).

Updating IUPAP Report 41:
The first electronic version of IUPAP Report 41 was released on April 12, 2007; the printed version of the first version was dated July 9, 2007. At the IUPAP WG.9 AGM on August 30, 2009, it was decided that an update of the individual laboratory entries was warranted. Of the 88 requests to the laboratories/institutions 35 replies with updated information were received and subsequently entered in the data base (in the beginning of January 2010), which can be found on the IUPAP WG.9 website. Since then several requests for updating individual laboratory entries have been received and will be entered on an individual basis.

The question then arose about updating the Introduction to IUPAP Report 41 in light of what was discussed at the IUPAP WG.9 Symposium on July 2 – 3, 2010. In the following are listed the subcommittees formed with the task of rewriting the six sections of the Introduction as per the discussions at the AGM (primary responsibility is with those with names in red):

Printed bold are the lead authors for these updates. A final version of all sections should be made available by September 30, 2010, and then circulated to all members of IUPAP WG.9 for final comments. Subsequently the updated Introduction will be posted on the IUPAP WG.9 website.

Membership of IUPAP WG.9:
The membership of IUPAP WG.9 was discussed at the last AGM, which took place August 30, 2009, at FZ-Juelich in Germany. The agreed upon composition is given in the Minutes of that meeting. In the mean time IUPAP WG.9 received a request from the Director of Jefferson Laboratory to be included now that the Chair has taken on a position at the University of Adelaide. This would augment the number of members at large from North America to four. After some discussion it was decided that then also the number of members at large from Europe and Asia need to be increased from three to four. HOWEVER, these twelve members at large must be major laboratory Directors. Delegation is strongly discouraged. Consequently, the membership of IUPAP WG.9 will be:

It should be deduced that the above composition meets the decisions taken at the previous AGM (in 2009) but increases the total membership to 24 (from 22).

Anthony W. Thomas indicated to be stepping down as Chair on December 31, 2011. Therefore a new Chair needs to be appointed. It was decided that nominations by the members of IUPAP WG.9 for the position of Chair should be send to the current Chair and to the Secretary of IUPAP WG.9 in three months time from the date of the writing of these Minutes.

Reports from ANPhA, NSAC, NuPECC:
With the Chair leaving the meeting to return to Canberra, Australia, for an urgent matter, Sidney Gales conducted the remainder of the AGM: short reports were given on behalf of ANPhA, NSAC, and NuPECC.

The IUPAP WG.9 AGM was concluded by a working dinner at the Restaurant “Provence” in Vancouver, BC, hosted by IUPAP. The Secretary thanked all present for their participation in the meetings.

The next Annual General Meeting (AGM) of IUPAP WG.9 will be at the start of PANIC 11 at MIT in
Cambridge, MA, on Sunday, July 24, 2011. It will be followed by the AGM of IUPAP C12, the Commission on Nuclear Physics, on Monday, July 25, 2011.
